Bilateral Support to Strengthen National Approaches and Effective Regional Collaboration

In December 2019, the West Africa MRV Programme (WA-MRV) was launched with a mandate to provide technical and policy support to strengthen climate MRV systems for: climate finance, mitigation actions and emission inventories.

Fifteen countries confirmed their interest to participate: Bénin, Burkina Faso, Cabo Verde, Côte d’Ivoire, the Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, and Togo.

The high-level mission was to support the collaboration of countries in WA to define regional monitoring, reporting, and verification (MRV) priorities to address greenhouse gas (GHG) and short-lived climate pollutant (SLCP) emissions and pursue opportunities for harmonizing the MRV systems.

In addition, the programme sought to enable cooperation and facilitate

the exchange of best practices with the PA-MRV Programme in an effort to

build capacity to implement the Paris Agreement and to explore opportunities for replication of bilateral projects that align with regional MRV Priorities.

​The WA-MRV Programme successfully laid the groundwork for strengthened climate
governance within the nations of West Africa and facilitated the fundamental
connectivity and institutional arrangements necessary for effective and efficient sovereign,
domestic climate MRV systems.

The Final Project Performance Report was published in March 2022.
